their views. but so supervisor elsbernd's comments aren't misconstrued. this is not just a citizen discuss group where people come together and express their views and put out statements. this is the official civil grand jury with the title "civil grand jury," with the title "superior court" above and i think that brings on an added responsibility beyond what a neighborhood association or a discussion group may have. so i think supervisor campos is correct that people should be encouraged to express their views, but when you are in that kind of official body, i think you have to be very, very conscientious of the limitations of what you are able to say or not say. ? >> colleagues any further discussion. madame clerk roll call. >> item 23 supervisor elsbernd? >> elsbernd aye. >> supervisor farrell? >> aye. >> supervisor kim? >> kim no. >> supervisor mar? >> no. >> mar no. >> supervisor olague? >> no. >> supervisor wiener? >> wiener, aye. >> supervisor avalos? >> no avalos no. >> supervisor campos? >> no. >> campos no. >> president chiu? >> aye. >> supervisor chu? >> a

by commissioner elsbernd, where a authority is delegated. given that was a pretty divided vote at the full board it does make sense to put this forward without recommendation for debate by authorities. is that a motion, supervisor or commissioner? is there a second? second by commissioner chiu. colleagues, can we take that motion without -- actually, open up to public comment. any members of the public who would like to comment? seeing none, public comment is closed. colleagues, can we take that motion without objection? that will be the order. item five. >> introduction of new items. this is an introduction item. >> any introductions? public comments? seeing none, public comment is closed. item six. >> six, public comment.
're also joined by district 7 supervisor, sean he elsbernd, representing the save hetch hetchy no on f campaign. gentlemen, thanks so much for taking the time to be with us today. >> thank you. >> mike, i'd like to give you the opportunity to make a brief statement of your work on the proposition. >> wonderful, thank you. proposition f is about san francisco's values, it's about their environmental values. in real short explanation, it requires the city to develop a plan for the future to guarantee our water security and begin to undo the damage that our current water system does to the environment. the plan would then be brought back to the voters in 2016 for their aprafl or disapproval so it's placing the city on a trajectory we're not currently on. we don't recycle any water, we've abandoned most ground water since hetch hetchy became available and we've done real damage to the tuolome river and we begin it's time to get in line with the city's values. it's a plan the voters ultimately get to approve. >> i disagree. i think proposition f is about one thing and one thing only, a
of this program. i heard that indirectly that supervisor elsbernd told the chamber of commerce he might be interested in being a customer as well, so i think there are a number of people that want to add themselves to that list, but we do take the concerns that were raised very, very seriously, so colleagues do we have any other comments, questions? seeing none why don't we move on to the next item, item four. >> item number four a resolution of accommodations first for ed harrington general manager of the san francisco public utilities commission and michael campbell and director for the san francisco public utilities commission. >> well, thank you very much and we have two resolutions of accommodation to two very important individuals and ed harrington being the first one and so much has been said about ed harrington that i don't know if we need to add to all the numerous things that have rightly said about him. i doubt that ed harrington is watching the lafco meeting. i am sure one of the benefits that he was looking forward to when he retired he no longer had to come to these mee
